Just to be clear you have set up this market to end by 1/15/09, so if Congress doesnt set up an OTA in the next 10 days this will pay out at $100 right? I have shorted accordingly.

I think you definitely need a time frame for this. Perhaps it should be Will Congress open an OTA (with citizen input)in 2009?

NO! I call BS. I already noted in the comments that I shorted based on the original market closing date of 1/15/09!

I suggest you do one of two things.
1) Refund all money from this market and start over. If you can’t figure out when the market should end, a good idea might be to make that the question the market asks, ie ‘When will Congress set up an Office of Technology Assessment?’
OR
2) Move the closing date back to the original date of 1/15/09. I shorted the stock EXPRESSLY because of this market information. No one should have to take a loss simply because of your indecisiveness.

Even with an April closing, this is still murky. If congress does not pass, and Obama does not sign a bill to recreate the OTA, by April, what will you do? Pay out for those who shorted, or extend the date again? When will you stop extending the date? With such uncertainty as to what the exact question is, I cannot play in this market.

Background information
Congress (Newt Gingrich) closed the Office of Technology Assessment (its best source of science policy guidance) years ago. Stem cell research, alternative energies, bioengineering, etc, all call for comprehensive scientific and societal evaluations so Congress better understands the inherent range of opportunities and challenges. Will this Congress vote to appropriate funds to reopen a newer, faster, more inclusive OTA—one that mandates a mechanism to solicit meaningful public participation?
