The question is which will end up with the largest number of seats. For example, Labour currently has 49 seats and National 48 (out of 121). If this were the results after the election then Labour would win.
They don’t have to end up with a majority, nor will they actually have to form a coalition. It’s just a simple FPP count of the number of seats…
