Do actual game starters for the final game of the 2007 season count? For example,Luke McCown started the last game for the Tampa Bay Buccaneers but the Buccaneers starting quarterback was still Garcia (who, along with other regulars, did not play). Would Garcia be considered to be the Buccanneer’s starting quarterback for the last game of the 2007 season?
I’ll use the team’s designation of starters. So in the case of the Bucs, the official starter was Garcia.
Just for clarification purposes, are you saying “team designation” rather than “actual starter” is basis for last game of 2007 season however “actual starter” rather than “team designation” is basis for first game of 2008 season?
For example, in the case of Tampa Bay, per your prior comment, Garcia is considered TB’s starting quarterback for purpose of the last game of 2007 even though he did not play. However, based on the “fine print” if he is still #1 on the depth chart (i.e. TB’s designated starting quarterback) but he does not start the first game due to injury or temporary leave due to death in the family or any other reason, he will not be considered to be the starting quarterback for purposes of this market?
By the way, with Farve now with the Jets and Pennington released, there will be at least 2 teams with new starting QB’s.
I’ll use the “team designation” rule for who the starting quarterback is.
I know that’s an ever-changing list, but, it is supposed to be official although teams play games with the roster up to the last minute.
For example, here’s Green Bay’s announced roster:

If anybody has a better source, let me know.

And the QB position is likely to change at Oakland and maybe at Chicago, Tampa Bay, Kansas City, Minnesota, and who knows where else.
Green Bay Packers are certain to have a new starting quarterback. How many others will start a new QB in 2008?
Fine print — only week 1 games will be used. By “new”, the definition is by official team designation compared to the last game of the 2007 season. Market ends mid-August.
