The outcome will be resolved based on reporting from Renesy's Internet Events Bulletin (http://b2b.renesys.com/eventsbulletin/archives.html). Renesy's reports network outages and repairs for all countries and was the primary source in media coverage of the government sponsored internet shutdowns in Egypt, Libya, and Syria. See http://b2b.renesys.com/eventsbulletin/2012/11/SY-1354184790.html for their reporting of Syria's outage in 2012. The number of times the country experiences an outage of more than 80% does not matter for the outcome of this question; as long as at least one outage meeting that threshold occurs in a given country, that country will count. Furthermore, only new outages that begin on or after 12 February 2014 will count toward the resolution of this question. Any outages that occurred before the question was launched or any ongoing outages that began before the question was launched will not count. If nothing is reported on the Renesy's Internet Events Bulletin, the "status quo" outcome will be assumed (i.e., zero countries will have experienced an outage affecting more than 80% of routed networks). In cases of substantial controversy or uncertainty, Administrator may refer the question to outside subject matter experts, or we may deem the question invalid/void. "Between" should be interpreted to mean at any point during the window after the beginning (00:00:00 ET) of the first date, but before the end (11:59:59 ET) of the second date.
