Eveen if the current administration made such an agreement, which I don’t believe they will, the Navy couldn’t move out in the time remaining.

I don’t believe the President has the authority to dispose of US territory without Congress. Someone convice me otherwise please.

Unfortunately the current administration has stated they would do it from day one & still wants in done during its watch.

Actually, President Obama has repeatedly talked about closing the detention camp (prison complex) within the Guantanamo Bay naval base but has never said he wants to give the naval base territory itself back to Cuba. The U.S. says thanks for the lease and pays a lease to Cuba, Cuba says we don’t recognize your lease as legal – please leave and take your money, US says thanks for the lease- here’s your payment, repeat…The detention camp is a completely separate issue so the question is kind of flawed…

No question that he wants to do it, but does he have the power? Congress would never agree to dispose of the property.

Not sure if he has the power (Executive Order)but will he to try using his " Pen & Phone" act once again. Sure hope not.
