This summary of 2009 intellectual property developments published by law firm KatttenMuchinRosenman LLP appears to be reasonably detailed and has no suggestion that the answer to this question is “Yes”.

In particular, under the sections “Previous Proposed Rules”, “Other PTO Initiatives”, “Duty to Disclose Information from Related Applicants”, and “Patent Law Reform” in the second half of the document make no mention of new rules requiring explanations of materiality.

I can find no source that would suggest that the answer to the question posed by this market is “yes”. Further Sections 3 and 4 of this blog would imply that the answer is “No” and that this stock should cash out at 0.
